中央城市工作會議2025年7月14日至15日在北京舉行。中共中央總書記、國家主席、中央軍委主席習近平出席會議并發表重要講話。會議提出了當前和今后一個時期城市工作的總體要求，強調以建設創新、宜居、美麗、韌性、文明、智慧的現代化人民城市為目標，走出一條中國特色城市現代化新路子。
Chinese President Xi Jinping, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, delivered an important speech at the Central Urban Work Conference held in Beijing from July 14 to July 15, 2025. The meeting outlined the overall requirements for urban work at present and for the foreseeable future, including the construction of modern cities of the people that are innovative, desirable to live in, beautiful, resilient, culturally advanced, and smart, thereby forging a new path for urban modernization with Chinese characteristics.

城市是現代化的重要載體，在黨和國家工作全局中具有舉足輕重的地位。黨的十八大以來，黨中央深刻把握新形勢下我國城市發展規律，堅持黨對城市工作的全面領導，堅持人民城市人民建、人民城市為人民，堅持把城市作為有機生命體系統謀劃，推動城市發展取得歷史性成就，我國新型城鎮化水平和城市發展能級、規劃建設治理水平、宜業宜居水平、歷史文化保護傳承水平、生態環境質量大幅提升。當前，我國正處于以中國式現代化全面推進強國建設、民族復興偉業的關鍵時期，我國城鎮化正從快速增長期轉向穩定發展期，城市發展正從大規模增量擴張階段轉向存量提質增效為主的階段。城市工作要深刻把握、主動適應形勢變化，轉變城市發展理念，更加注重以人為本；轉變城市發展方式，更加注重集約高效；轉變城市發展動力，更加注重特色發展；轉變城市工作重心，更加注重治理投入；轉變城市工作方法，更加注重統籌協調。
城市的核心是人。做好城市工作，要深刻把握建設現代化人民城市的目標定位，自覺踐行以人民為中心的發展思想。2025年7月召開的中央城市工作會議強調，堅持以習近平新時代中國特色社會主義思想為指導，深入貫徹黨的二十大和二十屆二中、三中全會精神，全面貫徹習近平總書記關于城市工作的重要論述，堅持和加強黨的全面領導，認真踐行人民城市理念，堅持穩中求進工作總基調，堅持因地制宜、分類指導，以建設創新、宜居、美麗、韌性、文明、智慧的現代化人民城市為目標，以推動城市高質量發展為主題，以堅持城市內涵式發展為主線，以推進城市更新為重要抓手，大力推動城市結構優化、動能轉換、品質提升、綠色轉型、文脈賡續、治理增效，牢牢守住城市安全底線，走出一條中國特色城市現代化新路子。會議部署了城市工作7個方面的重點任務：一是著力優化現代化城市體系，二是著力建設富有活力的創新城市，三是著力建設舒適便利的宜居城市，四是著力建設綠色低碳的美麗城市，五是著力建設安全可靠的韌性城市，六是著力建設崇德向善的文明城市，七是著力建設便捷高效的智慧城市。“七個著力”為現代化人民城市建設指明了前進方向。
【重要講話】
要全面踐行人民城市理念，充分發揮黨的領導和社會主義制度的顯著優勢，充分調動人民群眾積極性主動性創造性，在城市規劃和執行上堅持一張藍圖繪到底，加快城市數字化轉型，積極推動經濟社會發展全面綠色轉型，全面推進韌性安全城市建設，努力走出一條中國特色超大城市治理現代化的新路。
It is imperative to fully act on the principle that a city should be built by the people and for the people. The remarkable advantages of the Party leadership and the socialist system should be given full play and the people's motivation, initiative and creativity should be fully inspired. It is also imperative to keep moving forward until the goal is met as far as urban planning and implementation is concerned, and efforts should be accelerated to promote digital transformation in urban areas. It is essential to make efforts to actively promote the transition to a model of green economic and social development in all respects, and to advance the building of a resilient and safe city, so as to explore a new path of modernization in megacity governance with Chinese characteristics.
