中共中央辦公廳、國務院辦公廳近日印發《關于健全資源環境要素市場化配置體系的意見》。

China has recently unveiled a guideline aimed at improving the system for market-based allocation of resources and environmental factors. The guideline is jointly issued by the General Office of the Communist Party of China Central Committee and the General Office of the State Council.

資源相對短缺、環境容量有限是我國的基本國情。黨的二十大報告提出，“健全資源環境要素市場化配置體系”。這是我國資源環境領域的重大基礎性機制創新，有利于促進要素自主有序流動、提高配置效率，提升包括資源環境要素在內的綠色全要素生產率，引導各類資源要素向綠色低碳發展集聚，并讓經營主體在保護生態環境中獲得合理回報。健全資源環境要素市場化配置體系，推進碳排放權、用水權、排污權等市場化交易，是提升資源環境要素利用效率的關鍵舉措。為深化資源環境要素市場化配置改革，中共中央辦公廳、國務院辦公廳印發《關于健全資源環境要素市場化配置體系的意見》。

意見提出，到2027年，碳排放權、用水權交易制度基本完善，排污權交易制度建立健全，節能市場化機制更加健全，資源環境要素交易市場更加活躍、價格形成機制更加健全，推動資源環境要素暢通流動、高效配置，充分釋放市場潛力，對實現相關資源環境目標的支撐作用有效增強。

意見從完善資源環境要素配額分配制度、優化資源環境要素交易范圍、健全資源環境要素交易制度、加強資源環境要素交易基礎能力建設等方面作出部署，完善資源環境要素交易市場，促進資源環境要素支持發展新質生產力，協同推進降碳、減污、擴綠、增長，加快經濟社會發展全面綠色轉型。

推動經濟社會發展綠色化、低碳化是實現高質量發展的關鍵環節。加快推動產業結構、能源結構、交通運輸結構等調整優化。實施全面節約戰略，推進各類資源節約集約利用，加快構建廢棄物循環利用體系。完善支持綠色發展的財稅、金融、投資、價格政策和標準體系，發展綠色低碳產業，健全資源環境要素市場化配置體系，加快節能降碳先進技術研發和推廣應用，倡導綠色消費，推動形成綠色低碳的生產方式和生活方式。

A green and low-carbon economy and society are crucial to high-quality development. We must work faster to adjust and improve the industrial structure, the energy mix, and the composition of the transportation sector. We will implement a comprehensive conservation strategy, conserve resources of all types and use them efficiently, and move faster to put in place a system for recycling waste and used materials. Fiscal, taxation, financial, investment, and pricing policies and systems of standards will be improved to support green development. We will boost green and low-carbon industries and improve the system for market-based allocation of resources and environmental factors. We will accelerate the R&D, promotion, and application of advanced energy-saving and carbon emission reduction technologies, encourage green consumption, and promote green and low-carbon ways of production and life.
