2025年3月5日提請十四屆全國人大三次會議審議的政府工作報告提出，持續推進“人工智能+”行動，支持大模型廣泛應用，大力發展智能網聯新能源汽車、人工智能手機和電腦、智能機器人等新一代智能終端以及智能制造裝備。

Vowing to advance the AI Plus initiative, the government work report submitted to the third session of the 14th National People's Congress for deliberation on March 5, 2025 pledges to support the extensive application of large-scale AI models and to vigorously develop new-generation intelligent terminals and smart manufacturing equipment, including intelligent connected new-energy vehicles, AI-enabled phones and computers, and intelligent robots.

2024年，“人工智能+”行動首次被寫入政府工作報告。2025年政府工作報告進一步提出持續推進“人工智能+”行動。“人工智能+”代表了一種全新的合作模式，即將人工智能技術與其他行業或領域有機結合，以創造更多價值。這種整合不僅限于將現有的人工智能技術應用于特定領域，更在于通過結合不同領域的專業知識和數據，實現互補和協同效應，推動技術和行業的共同進步，培育新質生產力和經濟增長新動能。而“行動”二字的提出，更是強調了“人工智能+”的實踐要求。落實“人工智能+”行動，意味著我國將基于大模型、大數據、大算力技術，實現人工智能在各行各業的落地應用，從而提升產業自動化水平，降本增效，促使數字經濟再上新臺階。

我國目前已初步構建了較為全面的人工智能產業體系，截至2024年12月，人工智能核心產業規模已接近6000億元，產業鏈上下游的企業數超過4700家，覆蓋芯片、算力、數據、平臺、應用等各相關環節。

2025年政府工作報告提出持續推進“人工智能+”行動，就是要抓住人工智能技術突破的機遇，使我國的數字技術與制造優勢、市場規模優勢充分結合，推動人工智能大模型的廣泛應用，努力推動人工智能真正能夠賦能千行百業、走進千家萬戶。產業賦能方面，要讓人工智能盡可能在工業、農業、服務業中利用起來，積極支持大模型在垂直領域的開發和應用，讓人工智能真正賦能產業轉型升級，賦能新質生產力。終端應用方面，要推動智能網聯汽車、AI手機、AI電腦、智能機器人等新一代智能終端快速發展。場景培育方面，2025年將開展新技術新產品新場景大規模應用示范行動，在確保安全前提下，加快人工智能在低空經濟、教育培訓、醫療健康等多場景應用。
