國家能源局日前表示，我國能源行業將聚焦能源安全保障、清潔低碳轉型、科技自立自強、體制機制創新、加強國際合作等5個方面，推進能源行業高質量發展。
China's National Energy Administration (NEA) has decided to make multi-pronged efforts to advance the high-quality development of the domestic energy sector. Such efforts mainly revolve around five aspects, namely ensuring energy security, boosting clean and low-carbon transformation, enhancing self-reliance in science and technology, facilitating institutional innovation and enhancing international cooperation.

4月12日，國務院新聞辦公室舉行“權威部門話開局”系列主題新聞發布會，國家能源局局長表示，將主要聚焦五個方面，推進我國能源行業高質量發展。
一是提升安全保障水平。一方面，發揮好煤炭“壓艙石”作用，加大油氣勘探開發和增儲上產，確保國內原油產量長期穩定在2億噸水平，天然氣自給率不低于50%。另一方面，提升非化石能源替代能力，形成風、光、水、生、核、氫等多元化清潔能源供應體系。推進煤電靈活性改造，加快抽水蓄能、調峰氣電、新型儲能建設，加強配電網改造升級，支撐高比例新能源接入。
二是推進消費方式變革。力爭未來5年，非化石能源消費比重年均增長1個百分點；到2035年，新增電量80%來自非化石能源發電；本世紀中葉，非化石能源成為主體能源。加快規劃建設新型能源體系，構建新型電力系統，推進重點領域電能替代。加快發展分布式能源、沿海核電、海上風電。
三是加快推動科技自立自強。培育核心產業鏈，提升重大裝備自主可控水平，不斷提高能源產業鏈供應鏈的韌性和安全水平。推動能源創新鏈、產業鏈、資金鏈、人才鏈、數據鏈深度融合，推進能源數字化智能化發展。
四是釋放體制機制活力。加快推進能源法制定以及電力法、煤炭法、可再生能源法修訂。破解新業態新模式在系統接入、市場交易等方面的壁壘。有序銜接綠證市場、碳市場、電力市場，促進能源產業鏈上下游協同發展。
五是開創國際合作新局面。能源合作是共建“一帶一路”的重點領域。將推進與重點能源資源國的互利合作，加強與發展中國家的能源綠色低碳合作。

推動經濟社會發展綠色化、低碳化是實現高質量發展的關鍵環節。加快推動產業結構、能源結構、交通運輸結構等調整優化。實施全面節約戰略，推進各類資源節約集約利用，加快構建廢棄物循環利用體系。完善支持綠色發展的財稅、金融、投資、價格政策和標準體系，發展綠色低碳產業，健全資源環境要素市場化配置體系，加快節能降碳先進技術研發和推廣應用，倡導綠色消費，推動形成綠色低碳的生產方式和生活方式。
A green and low-carbon economy and society are crucial to high-quality development. We must work faster to adjust and improve the industrial structure, the energy mix, and the composition of the transportation sector. We will implement a comprehensive conservation strategy, conserve resources of all types and use them efficiently, and move faster to put in place a system for recycling waste and used materials. Fiscal, taxation, financial, investment, and pricing policies and systems of standards will be improved to support green development. We will boost green and low-carbon industries and improve the system for market-based allocation of resources and environmental factors. We will accelerate the R&D, promotion, and application of advanced energy-saving and carbon emission reduction technologies, encourage green consumption, and promote green and low-carbon ways of production and life.
